Java Integrated Industrial and Ports Estate (JIIPE) marks a significant milestone with the official handover ceremony of industrial land to Golden Elephant Sincerity Chemical (GESC), a leading chemical company from China. This event signifies the commencement of the construction of GESC’s eco-friendly chemical manufacturing plant on more than 20 hectares of land within JIIPE Industrial Estate, located in Gresik, East Java.
This investment carries substantial strategic value: the JIIPE site marks GESC’s first international expansion beyond China, establishing Indonesia as a new regional hub for its business development across Asia. Golden Elephant will build a state-of-the-art, environmentally friendly chemical production facility to serve both domestic and export markets.

“We have been on a long journey, including nearly building in Russia two years ago. However, after an extensive search, we are grateful to have found the ideal location in JIIPE. This estate offers an excellent culture and a strategic location, making it the perfect place for our first overseas expansion,” said Lei Lin, Chairman of Golden Elephant.
With a total investment of 4.2 billion yuan (approximately USD 600 million), GESC will develop the project in two phases. The first phase, valued at 1.24 billion yuan, includes the construction of facilities for the annual production of 120,000 tons of melamine, 150,000 tons of nitric acid, and 200,000 tons of ammonium nitrate. The second phase, with an investment of 3.06 billion yuan, will leverage Indonesia’s natural gas resources to build large-scale synthetic ammonia and urea plants, establishing a closed value chain from natural gas to downstream strategic chemical products.

“We have had in-depth discussions with the Sichuan provincial government and strategic partners such as ICBC Bank. Ultimately, we chose JIIPE because the estate offers an integrated solution of industry and deep-sea port, world-class infrastructure, and strong support from both the government and estate management. This is more than a business project—it is a dream come true,” he added.
On the same occasion, Bambang Soetiono, President Director of PT Berkah Kawasan Manyar Sejahtera (BKMS), the operator of JIIPE, expressed full commitment to supporting the realization of Golden Elephant’s investment:
